Unauthorised building work

What counts as unauthorised building work, the consequences, and how to comply from the start.

What counts as unauthorised building work?

“Svartbygge” is an older Swedish term for unauthorised building work. It means building, demolishing or altering without a building permit, demolition permit, notification or start clearance.

Examples mit without an approved decision.

  • You carry out a notifiable measure without submitting a notification.
  • You start using what has been built or altered before receiving final clearance.

When is a construction sanction fee imposed?

If you breach the rules, the municipality must impose a construction sanction fee under the law. Starting to build, demolish or use without the required decisions can become costly.

Start clearance and final clearance

  • You must not start a permit-required or notifiable measure without start clearance.
  • You must not begin to use a measure before you have received final clearance.

Supervision and possible actions

The Environment and Building Committee must investigate suspected unauthorised building work when it becomes aware of it. This work is called supervision.

Possible consequences

  • Order to correct deficiencies.
  • Prohibition against continuing the work or using the building or part of it.
  • Requirement to demolish the unauthorised building or part.
  • Construction sanction fees.
