Heat pump

A heat pump can reduce your heating costs and lower your environmental impact. You need to notify the Environment and Building Committee well in advance before starting the installation.

Please note that all forms, digital applications (e-services) and some linked websites are currently in Swedish. Contact Citizen Service if you need help in English.

When is notification required?

All types of heat pumps must be notified to the Environment and Building Committee at least six weeks before installation. This applies to ground source, geothermal, air source, and surface water heat pumps.

You may not start drilling or digging before you have received a decision. If you install without notifying, you risk an environmental sanction fee.

How to notify the installation of a heat pump

  • Submit your notification to the Environment and Building Committee via the municipality’s online service or by using a form.
  • Attach a map of your property showing the location of boreholes or ground loops.

Once your notification is complete, the committee has six weeks to make a decision. You must not begin drilling or excavation before a decision has been made.

Fees

A fee is charged for the municipality’s processing of your notification. The amount depends on the type of heat pump.

If you live in a water protection area

Special rules apply if your property is located in a water protection area. In these cases, a permit may be required and extra protective measures may need to be taken to safeguard the groundwater.

Contact the Environment and Building Unit if you have questions about heat pumps in water protection areas.

Hire certified companies

Always choose a certified installer. This ensures that the system works properly from the start and prevents damage or unnecessary costs. Certified installers have the training and permits required to work with heat pumps.

Certified installers are affiliated with the Swedish Heat Pump Association or the Swedish Energy and Heat Pump Association. On the website of the Geological Survey of Sweden, you can find information about certified well drillers.
